CLASS TITLE:  Environmental Technician Assistant

 

PURPOSE OF THE CLASSIFICATION:   

Responsible for moderately complex technical, analytical and sub-professional engineering work involving inspections and reviews of industrial pre-treatment systems, wastewater discharge sources, storm water and other environmental compliance concerns; and performs related work as required.

 


ESSENTIAL TASKS:

=        Performs environmental inspections at construction sites, in commercial and industrial facilities and field locations.

=        Reviews compliance requirements.

=        Performs technical sampling and flow rate investigations; provides required legal documentation and maintains legal chain of custody of samples.

=        Assists the Environmental Technician and Stormwater Quality Technician in collecting storm water quality samples as needed or required by state permits.

=        Conducts field investigations or other operational work activities.

=        Assists in the enforcement of federal, state and local environmental requirements. Issues citations and makes appearances in municipal court. 

=        Provides information to commercial and industrial facilities concerning discharge problems.

=        Maintains computerized database information.

=        Acts as liaison or assists other agencies as directed in relation to department objectives.

=        Performs technical calculations and lab analysis duties as required and deals with other environmental issues that may affect the City’s operation.

=        Operates office equipment such as fax machines, copiers and phone systems and uses computer for spreadsheets, word processing, database management and other applications; learns to operate new office technologies as they are developed and implemented.

=        Performs other work as necessary and or as assigned.

=        Must report to work on a regular and timely basis.

REPORTING RELATIONSHIPS:

The Environmental Technician Assistant reports directly to the Environmental Technician. 

The Environmental Technician Assistant does not have any direct reports or supervisory responsibilities.

 


QUALIFICATIONS:

Training and Experience:  Completion of two (2) years of advanced course work in environmental science and three (3) years of progressively responsible and varied sub-professional environmental engineering work experience; or an equivalent combination of training and experience.

 

Knowledge, Abilities and Skills:  Good knowledge of the principles and practices of environmental engineering, chemistry and hydraulics; good knowledge of tests utilized specialized equipment; ability to read and interpret the sewer atlas, plans and maps and maintains effective working relationships with employees, officials and the public.  Knowledge of the operation of a personal computer.

Physical Requirements:  The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job in compliance with the Americans with Disabilities Act (ADA) requirements.  On a case by case basis, reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  While performing the duties of this job, arm and hand steadiness and finger dexterity will be needed enough to use a keyboard and telephone.  Prolonged sitting and standing; frequent walking and twisting.  Occasional lifting and carrying of objects weighing up to fifty (50) pounds.  Occasional reaching, balancing, stooping, kneeling, crawling, handling and repetitive movements.  Vision, speech and hearing sufficient to perform essential tasks.  Punctuality and reasonable attendance is essential.     Must submit to drug screening and fitness to work physical exam.

Licenses and Certificates:  Possession of a valid Oklahoma Class D driver’s license is required.  Ability to obtain a Class D wastewater plant operators license within nine (9) months of appointment.

WORKING ENVIRONMENT:  Work in this classification is both indoors in an office environment and outside in a field setting.  Will travel to other city locations as required. 

Notice:  This classification is a “safety sensitive” position as defined by the United States Department of Transportation drug and alcohol testing regulations, the Oklahoma Standards for Workplace Drug and Alcohol Testing Act and/or the Oklahoma Medical Marijuana laws.  As a “safety sensitive” classification, the employee will be subject to drug and alcohol testing including random testing.  Marijuana is one of the substances included in the drug panel screening.  Possession of a medical marijuana license will not excuse the employee from the testing process or the consequences of testing positive for marijuana. 

 

MINIMUM PAY:  $19.09/hr.  Excellent employee benefits (insurance, vacation leave, sick leave, retirement, holidays).

WORK HOURS:  8:00 a.m. to 5:00 p.m., Monday through Friday.

WORK LOCATION:  City of Muskogee Public Works Department, Pollution Control Plant Division, Stormwater, 5000 East Hancock Street, Muskogee, Oklahoma.
